Kids? Education? Health? – Fund it!

Well, here I go again, taking off on what some might call a monomania regarding our state legislature.


Only when the people finally realize that electing tax-and-spend bumbledoms creates the need to find more resources to satisfy their liberal ideas will they realize that they need to change their rationale behind their votes.


Only when the people finally realize that we have funded just about everything that has had the words “children” “education” and “health” to the point that our children are in perpetual debt, our education system is a joke and our heath care is dependent upon a quasi-insurance plan that does not work, will they also realize that they need to take the emotions out of their visit to the polls.


You can bet that, if there is a pot of money resting anywhere in the government, someone will figure out a way to dip into it until it, like everything else is broke. Our state legislators have consistently passed legislation, or gone along with federal mandates that create these pockets of money. Then, when the funds are in place and doing what they are intended to do, and when they have some surplus, these same people can’t wait to get their greedy hands on the money. They have tried it with the Hospital Provider funds and have tried, and in many cases, succeeded with the Severance Tax Fund.


A recent bill authored by Se. Ray Scott is yet another example of the need to pass another law to ensure that one already on the books is complied with. The severance tax is a very expensive mandate on extraction companies to help mitigate losses and impacts upon local jurisdictions. Half of the money collected goes to the Department of Natural Resources. The other half is designed to local governments to help with those losses and impacts that occur within their boundaries. When things are going well and the extraction companies are active, the money flows in. It is there like a huge bowl of chocolate that causes the tax-and-spend crowd’ saliva to drip off their chins. They cannot keep their hands out of the bowl. And their favorite way of getting at it is to start throwing those same words, “children,” “education” and “health” at us in a feeble attempt to make us believe they are really going to accomplish something if we just let them have more money to do it. What they really want is to take money away from the cities and counties that it was intended for and give it to some pet project in their respective areas.


After some extensive modification of the bill (SB97), Scott finally got it before the Senate Agriculture, Natural Resources and Energy Committee. It passed through that committee with on an 8-2 vote. Now it heads to the Senate Appropriations Committee, where it will be debated further.


It will be interesting to see what happens to this bill and we should keep track of it. If the jurisdictions that the money was intended for really don’t need it, then the taxes should be cut. If they do need it, then leave it alone and let it do what it was intended to do.
